Because Hobie has extremely limited screentime right now, I'm cherry picking stuff I like from his comics self (specifically Earth 138 Hobie Brown, AKA the newer one from the recent Spider-Verse/Spider-Geddon stuff and not Earth 616 Original Prowler!Hobie Brown for whom I have not read all the comics, soz) and just making up the rest wholesale for fun and profit. Will come back and redo this all when Beyond The Spider-Verse releases and we get actual Earth 138B canon.
DIMENSION
Things anyone who might have visited Hobie's dimension during missions (or because he doesn't follow the rules and uses his dimension watch to do whatever with whoever) might know about where he comes from: Earth 138B is currently in the year 1978 though his accent and mannerisms are definitely way more modern, don't worry about it. New London, where he operates, is part of a dystopian reality controlled by corporations and with a borderline fascistic government. England's current Prime Minister is Earth 138B's Kingpin , and the police force is augmented by Oscorp's V.E.N.O.M. (a Venom Symbiote captured and manipulated somehow into basically body armor/a weapon.) I'm going with an earlier "canon point" than comics Spider-Punk, by which I just mean Hobie hasn't killed the Prime Minister Fisk (or President Osborn, since Comics!Hobie is American) yet.
New London has a few other vigilantes running around, the two Hobie is closest to are Captain Anarchy and Punk Hulk. Hobie himself is a squatter, his parents died in an industrial accident when he was nebulously younger and he left the schooling system (run by aforementioned fascistic government) behind not long after. The spider that bit him and gave him his powers was irradiated by deeply unsafe corporate hazardous waste disposal processes.
The punk scene that he is very actively a part of functions as an underground resistance movement, largely youth-based. He technically still has a secret identity, but probably plenty of locals have seen his face, and he's not nearly as paranoid about it as a lot of Spiders (because it's, you know, still 1978 there.)
PERSONALITY
As is a staple of the Spider-Person archetype, Hobie has a genius level intellect. Despite being from the late 70s, he's able to understand, and then replicate tech from 2099, and like many Spiders before him had invented his own web-shooters and web-fluid long before even that. He is also a locally-famous musician, excellent at playing guitar and terrible at singing (that's punk!) When he has his mask on he is extremely loud and opinionated, highly animated, and gregarious. He makes absolutely zero effort to be comprehensible to anyone who isn't also Way Too British, and he has no qualms about contradicting himself constantly (he doesn't believe in consistency!) and generally being a huge nuisance. After having any interaction with him, one might conclude he even prides himself on it! He has no respect for anyone's personal space and a bad habit of draping himself all over people even when he's just met them, and there's not much stopping him because he tends to be a lot taller than most of his peers. By contrast, when he takes off the mask he is much more chill, certainly more quiet, and tends to present as totally unflappable—still has no respect for personal space, though. He uses teasing and needling as his go-to method of figuring people out, in such a way that often even his more sincere and friendly interactions can come off as him taking the piss. He is a deeply un-serious person and would very much like to keep it that way. Unlike most Spider-Folk, he is willing to be (and has been) purposefully lethal. He participates in riots and very pointedly targets cops and the wealthy rather than doing the usual schtick of patrolling the streets for working class criminals (not that he doesn't intervene in violent crime when he encounters it, of course.) His only work aside from assignments given by Spider Society is as a punk musician and he does not actively attend school despite his age, so his day-to-day life looks very different from what one might expect of a Spider-Man—certainly he lacks the usual work-life-balance struggle inherent to most versions of the character. Aside from that, he uses everyone's general perception of him as an impulsive chaos gremlin to mask the fact that he is actually capable of manipulating situations and playing the long game, and his inherent distrust of any system of authority that he encounters leads him to start plotting against them basically on sight. His position as an anarchist isn't a shallow aesthetic attached to his love of Punk, but rather is a sincerely held and deeply considered belief system for him. He'll talk at length and with all the requisite jargon about political theory (with a violently left lean, trust), but he's also neck deep in the praxis and if nobody keeps an eye on him will probably wheel off and try to incite the local populace to rebel against the capitalist system of whatever dimension he finds himself in at any given time.

ENHANCED PHYSICALITY
Super strength, flexibility, agility, reflexes, endurance, equilibrium and durability.
WALL CRAWLING
Hobie can adhere to any surface just by touching it. He can also walk around on ceilings for extended periods completely upside-down with seemingly no ill effects.
SPIDER-SENSE
A form of extrasensory perception that gives Hobie advance warning when he's about to be in danger. Can also be triggered by the presence of other people in his vicinity who also have Spider-Sense.
GADGETS
• Webshooter /webfluid , used for mobility and combat.
• Electric guitar , which appears to have in-built sonic disruption technology, which he used to destroy an extremely strong energy shield in the movie and temporarily disable Venom symbiotes in the comics. The guitar is also of some sort of unnaturally durable construction, as he tends to use it as a bludgeoning weapon (in comics he fully decapitated a man possessed by a venom symbiote with sheer blunt force with it) and it remains undamaged.
• Dimensional Travel Watch , which as the name implies makes him capable of targeted dimension hopping. If we are threading pre-movie then it will be an official one, but if we are playing around in a post-movie timeline then it'll be the one he made himself (reverse-engineered and then rebuilt from random stolen and repurposed bits of 2099 tech from Spider Headquarters.)
